Objectives:

Establish and facilitate access to JERICO-S3 RI’s & Resources through well-established EC Virtual Access instruments.

General Objective: Provide smooth and efficient access to the e-JERICO, the virtual part of the JERICO-RI and Resources for researchers or research teams from academy and industry using EU funded TA and VA instruments, assuring integration of TA activities in VA framework and enhancing the access to bio-geo-chemical and biological observing systems, thus reinforcing the ocean data value chain. The access opportunities will build long-term, collaborations between users and JERICO-S3 RIs.

Specific objectives for VA:

  1. Provide and facilitate centralized access to JERICO-S3 RI resources (data, products, services, best practices, VRE tools, platforms, e-libraries and e-training modules).
  2. Assure integration between both JERICO-S3 RI VA portal and JERICO-S3 RI D2P e-infrastructure.

Task 11.1: Virtual Access

Virtual Access will provide (1) an easy and unique point of access to JERICO RI resources required to cover the whole ocean observing value chain (in line with EPOS, SERA, and ACTRIS), (2) metrics to assess access and usage of JERICO Resources included in the following definition and (3) integration between TA and VA. JERICO Resources are defined as a stock or supply of assets that can be drawn on by either an external end-user or JERICO RI partner in order to develop research activities effectively. JERICO resources are classified as (1) JERICO-S3 platforms, PSSs and IRs, (2) datasets from PSSs and IRSs, (3) added value products, (4) software tools stored in external e-libraries, (5) services for integrating and analysing multidisciplinary data, (6) e-training modules and (7) Best Practices documentation.

A VA framework will be defined and established. This will allow scalability and discoverability of JERICO-S3 capabilities making use of the existing community resources so that an increase of scientific and societal impact in a long-term sustained RI is expected. The JERICO-RI Value Chain: from science to society. This VA framework implies the development of a JERICO RI e-infrastructure (e-JERICO) supported by two main components in specific tasks that are to be included in WP7 (VA Portal to provide a central hub where users can individually discover and access the JERICO-RI Resources and a set of Pilot Data-to-Products Thematic Services for integrating and analysing multidisciplinary data).

Access Provider Obligations

In order to recover the access costs, providers need to (1)accept that the resources made available for VA are publicized widely in english from M1, (2) update (when required from WP11 leaders) into the online resources catalog the VA activities to be publicized and accessed through the e-JERICO, (3) already have an assessment tool such as google statistics or others. These should be operational from M1, (4) maintain and provide to EC appropriate documentation to support and justify the amount of access reported (e.g. nature and quantity of access provided to end-users). This will be done through the provision of information to WP11 coordination for the two expected reports on VA JERICO Resources access statistics and service provision, (5) provide open the access to European and international user communities, and (6) commit to publish news about VA activities according to the proposed schedule provided by WP11 coordination from M3 to be able to disseminate progress in VA activities.

Modality of access under this proposal

A user will remotely access an infrastructure listed from VA providers via the internet to gain access to a resource that delivers products, services, data or information. Access to all JERICO-RI Resources will be made available through the JERICO VA Portal, as well as through the web pages of the main involved services providers, including data aggregators (EMODnet, SeaDataNet and CMEMS), IODE OBP-Repository, IODE OTGA, e-libraries (github, etc). This access will be freely available and the ambition is to provide access 24h per day, 365 days per year at least during the lifetime of the project. Free and open access means unrestricted access at no cost for all interested individuals, whether they are within or outside of the JERICO RI, but an acceptance of the JERICO data policy will be required. Registration may be required to have access, but no restrictions apply. Access to all JERICO Resources will be recorded through web-based statistics for all virtual access activities.

Access to JERICO-RI Resources will be via the established web links through the JERICO Resources Catalog that will be accessible from the VA Portal. The actual  resources will be stored in the original infrastructures that contain them (IODE OBP-Repository, IODE OTGA, PSSs, IRSs, e-libraries, EU marine data infrastructures). Only one type of access is provided: MoA1 – through communication networks. EU financial support to virtual access will cover the costs incurred by the access provider for the provision of access to the infrastructure.

Support offered under this proposal

The WP11-VA will further develop under this proposal in WP7, and will ensure a continuation of access to the existing JERICO-RI Resources and all efforts and achievements in JERICO, JERICO-NEXT and JERICO-S3. The WP11-VA offers extensive and broad support for all users of JERICO-RI Resources, and is a continuation of the support currently offered. The offered support will be achieved through the maintenance and operation of the e-JERICO during the project, including the VA portal interface and backend, resources catalogues, access to new data, functionalities and both tools and services developed in TA, NAs and JRAs. Support for extraction of large data volumes of selected in situ data from PSSs and IRSs will be offered. Active interaction between WP3, WP4, WP6, WP7, WP9, WP10 and WP13 will be facilitated.

Outreach to new users

JERICO-RI Resources to be offered will be published on the JERICO-S3 website and through other appropriate mechanisms implemented through WP10. Each Virtual Access Provider (VIP) will be expected to deliver factsheets that are suitable for email distribution and other direct distribution methods. Through WP10 publicity material promoting uptake of services will be created suitable for display at scientific and technical meetings that attract SMEs. In addition, VIPs will carry out their own outreach activities (improving visualisation of data and information, making data more easily accessible, publicising VA at meetings, broadcasting information through professional networks and highlighting topical aspects of potential services).

Review procedure under this proposal

All Virtual Infrastructures Providers (VIPs) involved in WP11-VA, will be complying with the need to provide information about the Virtual Access to the JERICO RI Resources and the creation of Resources that might be considered as JERICO-RI Resources through the PSSs and IRSs. Task 7.4 will put in place a questionnaire based on JERICO-NEXT D8.12 (web forms and analytical tools may be provided instead) for monitoring using the flow of information. It will be important to (1) assess the visibility, the accessibility of the JERICO-S3 Resources and from the European data infrastructure involved in the project, (2) assess the flow of information taking from the European infrastructure under the label JERICO-S3, particularly relevant for the new sets of JERICO labeled biological data and other JERICO platforms (HF Radar, Glider, FerryBox and fixed stations), (3) assess the use of the JERICO-RI Resources in the consortium and by external users, and (4) monitor updates of the VA Portal Resources.
